Security Clearances
Security clearances are basically designed to keep people out. They are
designed so that no one is allowed to know what's going on or what's being
researched and developed in the United States or in the science and technology
communities unless they have a security clearance. In order to have or get a
security clearance, you must be under a contract saying they own you forever.
When I was in the military (US Army) we had three levels of security
clearances, but there are actually five levels of security clearances. The three
levels of security clearances are confidential, secret, and top secret. The other
two levels of security clearances are, no security clearance and management.
In order to work on anything that is considered sensitive or classified you
have to have a security clearance. In order to get a security clearance you have to
have a contract saying they own you forever.
All security clearances are on a need to know basis except for the fifth level
(management). Even people who have top secret security clearances are on a need
to know basis. Which means they have to report to management why they need to
know.
The fifth level of security clearance people are the people in life time
permanent high level government positions who run the government and the
country, "the family way", like a company. (Their own company). These are the
people who outrank everybody. They are in charge of who is allowed in, who is
kept out, what is allowed to be publicly known, what is to be classified and to
what degree or extent it will be classified too. They are also in charge of the level
of security clearance a person is allowed to have and since all security clearances
are on a need to know basis, these are the people you have to tell why you need
to know so they can decide if it is okay for you to have the information you are
requesting. These people are also pretty much the owners of the contract. Which
means they pretty much own the people under contract like property.
Many government employees and a whole lot of other people are under a
permanent life time contract saying they are owned for the rest of their lives by
management. All of the people who know of or have access to SMARiTT are under
contract and are not allowed to tell anyone it exists. Just because a person is
under contract doesn't necessarily mean they have a security clearance. Security
clearances are used mostly for the people who work on and develop this stuff.
