There are only two elements of "the law".

1. The Higher Power.

2. The law is only "the people" who are in charge of it.

If "the people" in charge of the law are doing it right, the law would/will work right.

If "the people" in charge of the law are doing wrong, the law is not going to work right.

If "the people" in charge of the law are doing wrong, the law is not going to work right and it is "the people" who are in charge of it who want it to be that way.
